Angelica is a pioneer Director of the Maritime Academy of Asia and the Pacific (MAAP) www.maap.edu.ph since May 1999 to date. She was President of the Philippine Association of Extension Program Implementers (PAEPI with SEC CN-2009-1059),(http://www.maap.edu.ph/paepi2010conference/index.html) for six years, and now as PAEPI Chairman Emeritus www.paepiwebs.org. Prof. Dr. Angelica M. Baylon, SFRIEdr, RIIVPF, AFNI, MIMAREST, LCDR (PN Reserved officer), CDR (PCGA), COL(TAOIC-IG, InterPol), PhD, MBGPH, PhD, MSBM, MBA, MS Chem, BS Chem, is External Relations Director, Maritime Academy of Asia and the Pacific (MAAP).
She served as Pioneer Executive Dean of Research & Extension Services Director, MAAP from 1999-2014. She has a PhD in Bioethics and Sustainability from AUSN, Arizona USA; and a PhD in Educational Administration (Highest Distinction, Manila Central University 1997).
She is AUSN Visiting Professor on Applied Research and Community Service and a Member of the Governing Board of the American University of Sovereign Nations (AUSN) , Arizona, USA.
She is International Visiting Professorial fellow of the Royal Institute of Singapore; a Pioneer Honorary Professor, Australia -Asian Educational Research Foundation (AAREF).

She is Hon Visting Professor and Secretary at the Royal Institute of Singapore, Institute of Maritime Management, and GlobalMET Co-Facilitator, AMFUF, AMEA and IAMU.
She is a lifetime member, Philippine Association of Institutions for Research Inc (PAIR), Elected Chair or representative for the Luzon Cluster (NCR, Reg I, 2, 3 and 4 ); Lifetime member, Philippine Association of Research Managers (PhilARM); Lifetime member of the International Association of Multi-disciplinary Research (IAMURE) . She has conducted research on a wide range of topics including bioethics of traditional healers in Bataan, the Philippines.
She is also an International Youth Peace Ambassador for Looking Beyond Disaster (LBD) as an active supporter of the Eubios Ethics Institute youth programmes. She developed advocacies in improving the life of indigenous people thru education and livelihood projects. Her research is focus on the IPs of Bataan and their traditional health practices using medicinal plants.
